The Retail Aggregation Program (RAP) of the Energy Regulatory Commission (ERC) allows small and medium-sized electricity consumers within the same franchise area to combine their power demand. By pooling together, these groups can collectively meet the 500-kilowatt threshold required to choose their own electricity supplier.

In simpler terms: RAP makes it possible for households, small businesses, and other low-demand consumers—who on their own would not qualify—to act like one big customer. This gives them the right to enter the Competitive Retail Electricity Market (CREM) and benefit from lower rates, better deals, and more supplier options.
